Rehabilitation of Nalubaale-Kiira Hydropower Plants (380MW)

The rehabilitation of the Nalubaale-Kiira hydropower complex on the Victoria Nile has attracted a series of EU financial commitments over at least the past 18 months, though the project remains in an early announced phase and no independent confirmation of disbursement or construction activity has yet emerged. The EU's stated interest in the project stretches back to at least late 2024. Nilepost News reported in October 2024 that the EU had committed the equivalent of around Shs680 billion toward the dam's rehabilitation, while the Daily Monitor raised substantive questions in November 2024 about whether outright overhaul or incremental rehabilitation represented the more appropriate technical and financial strategy, suggesting that key planning decisions had not yet been settled at that stage.
