The financial picture is opaque. No investment figure has been made public, and searches of the IATI Datastore and the EIB project database return no matching records. This is a significant gap. In the absence of disbursement data or loan agreements registered through standard transparency mechanisms, it is not possible to confirm that any funds have moved.
