GREGY - High Voltage Electrical Interconnection in the Eastern Mediterranean

The GREGY interconnector is one of the more closely watched energy infrastructure proposals in the Africa-Europe connectivity pipeline, yet it remains firmly in early-stage development. The project envisions a submarine high-voltage direct current cable of approximately 950 to 954 kilometres crossing the Eastern Mediterranean to link Egypt's electricity grid with Greece's, with a stated transfer capacity of 3,000 MW of renewable energy. No investment figure has been publicly disclosed, which is itself a notable gap for a project of this scale and complexity. The most concrete financial confirmation to date is modest: in January 2026, the European Commission awarded a grant of €9.56 million to support further feasibility and technical studies. This was reported by Offshore Energy and separately confirmed by Greek media. A pre-feasibility grant of this size signals that the project is still in the investigative phase rather than moving toward construction. No disbursements appear in the EU Commission's IATI records, and there are no matching entries in the EIB project database, which reinforces that no significant capital commitment has yet been made through official EU development finance channels. There are, however, signs of continued governmental engagement.
