Msimbazi Basin Development Project

The Msimbazi Basin Development Project is listed under the Global Gateway Africa framework as a funded and committed initiative, with the EU attributing €30 million to dredging and embankment construction along the Msimbazi River in Dar es Salaam, Tanzania, a city chronically vulnerable to seasonal flooding. However, the evidential base for assessing actual progress is considerably more complicated than the project's Phase 3/5 classification might suggest. The most significant complication is that independent coverage of the project points predominantly to World Bank financing, not EU financing, as the primary driver of basin-level intervention in Msimbazi. A July 2025 report on Global Issues and a June 2025 World Bank partnership review both attribute the central climate resilience and flood management work in Dar es Salaam to World Bank instruments.
