Just Energy Transition Partnership (JETP)

Senegal's Just Energy Transition Partnership (JETP) was signed in June 2023 between the Senegalese government and a group of G7 partners including the EU, France, and Germany. The EU has described the agreement as targeting 40% renewable electricity capacity by 2030, but this figure comes from EU sources and should be treated as aspirational until confirmed by independent assessments or binding national legislation. The headline EU commitment of €20 million for this project remains difficult to verify in terms of actual disbursement. IATI records show the core JETP-specific activity (PRORESFO: Renforcement de la production énergétique, le réseau électrique, et la formation professionnelle) is still at pipeline or identification stage, with no committed or disbursed figures recorded as of the available data. This is a significant caveat: the project is, by the most reliable financial tracking available, not yet past the preparation phase. The €20 million figure cited in EU communications should therefore be understood as a planned allocation, not a confirmed commitment. Several older EU-financed activities in Senegal's electricity sector do show real disbursement.
