Doubling the capacity of the desalination plant, construction of a solar energy plant

Djibouti's freshwater scarcity is among the most acute in the region, and this project targets it directly: the expansion of an existing desalination plant to double its output, paired with a solar photovoltaic facility intended to power the plant entirely, thereby reducing both operating costs and dependence on imported fossil fuels. The EU presents this as a €72 million commitment under its Global Gateway energy pillar, but the underlying financial picture is more layered than that headline figure suggests. IATI records from the EU Commission's own development finance database (which, while sourced from the EU, represent legal financial commitments rather than promotional claims) show three active project components with overlapping mandates. The first two, both registered in December 2012 under the PEPER programme (Production d'Eau Potable par dessalement et Énergie Renouvelable), carry committed amounts of €72 million and €32 million respectively, with implementation windows running to December 2028. A third related instrument, registered in July 2017 and covering the design, construction, and five-year operation of a desalination station, pipeline, and reservoir, shows a committed and fully disbursed amount of €68 million, with a project end date of July 2026. The full disbursement of that third tranche is a meaningful signal: it suggests that at least the earlier construction phase has moved beyond the commitment stage and that funds have flowed to contractors. The most directly relevant piece of independent coverage comes from a July 2023 report citing €79 million in EIB support for water desalination and wastewater treatment in Djibouti. This figure differs from the €72 million cited in Global Gateway materials, which may reflect a different project scope, updated financing terms, or the inclusion of additional components. The discrepancy has not been resolved by any independent source and warrants caution when citing the total investment figure. The EIB database matches identified are of low relevance here. They relate to emergency WASH interventions for refugees and displaced populations, which are humanitarian instruments with a different mandate, scale, and institutional logic.
