This silence does not confirm failure, but it does mean that EU institutional sources are currently the only available lens. Given that the European Commission has a well-documented incentive to present Global Gateway projects favourably, all qualitative claims about curriculum modernisation, governance improvements, and market-aligned training should be treated as aspirational until corroborated by independent assessment. For a business audience, the practical picture is this: there is a credible financial trail suggesting sustained EU engagement with Angola's TVET sector over nearly a decade, and the PROSPERA commitment appears genuine. However, the programme is early-stage, disbursements under the new vehicle are unconfirmed, and the ten-year project horizon to 2034 means that any workforce development dividend lies well in the future. Organisations seeking to recruit technically trained Angolan workers or to partner with TVET institutions should seek direct verification from the EU Delegation in Luanda and from Angolan government counterparts before placing material reliance on this programme's outputs.
